my bay tree has two small shoots from the root of the main tree can I remove them if so how do I do it without damaging the main tree and will the shoots root to give me two new trees

Yes you can remove them, you can either wrench them off at soil level or cut them right at the base. No, they won't form roots and grow into new plants, I'm afraid.
