I`m in North East England near Newcastle, and just as the buds began to open we had a couple of days of really wet weather, I`m not at home at the moment so can`t get a photo but the variety is Clarence House.

Hi ladybug, I live North Shields, I moved into this house in April and the plants were already here, thanks to GOY I've managed to Id most of them. It's a shame about the roses though because it's covered in buds

Clarence House is a repeat flowering climber, so even if the flowers which are present now get ruined by rain, you should get more later - deadhead properly by removing a length of stem as well as the flowerhead.

I don't know where you are exactly so don't know for sure how much rain you've been getting, and a photograph would confirm, but it sounds like rain damage. Rose flowers dislike lots of rain, and spotting, marking, premature fading, or rainballing are common, worse on some varieties of rose than others.
