Can anybody ID this plant please? I found it growing on the Highline along the Hudson River in NYC. The environment there is hot, dry, sunny (clear blue skies mostly) mediocre soil - sandy. It stands 4-5 feet tall with these plumes on top. Thanks

I updated with new photos showing entire plant including 5 pointed leaves. I hope this aids in plant identification.
