Can anybody ID this plant please? I found it growing on the Highline along the Hudson River in NYC. The environment there is hot, dry, sunny (clear blue skies mostly) mediocre soil - sandy. It stands 4-5 feet tall with these plumes on top. Thanks

what were the leaves like. first thought was rodgersia/filipendula but they like it moist.

its very pretty though.
