When they are dormant, after leaf fall. They would be difficult to move successfully after being in the ground for more than a couple of years though. They root easily from cuttings. So as insurance before you move them select some good twigs about 10 inches long, and just push them into the ground several inches. Don't expect them all to grow but some should. Works for me.
