Welcome, John!
Plant them about 1-2 times their diameter deep, and at least 5 cm apart, in a fast draining soil mix, and give them bottom heat, or cover with plastic in a sunny window. As soon as you see green sprouts, remove the plastic, and give them as much sun as possible. Once they have three leaves, gently transplant them to individual pots. preferably deep ones, since Trachycarpus sometimes grows down before it grows up. They grow very slowly, so it may be a couple of years before they will be happy out in the garden. Watch out for cold winters--it's not as frost hardy as T. fortunei.
