Lack of pollenating insects?

You might have planted them late so they will flower later. Also the flowers could have formed and dropped off when you were not looking. Also consider birds and a dry spell or two. The lack of pollinators though would not suppress flowering but it would suppress your yield.

Mine too a time to flower but now they are full of flower but right at the top :o))
