If it's a young plant (and not grafted) it may not flower for several years.

Mines a couple of years in situ and has healthy foliage and climbing/spreading about 6 ft up/across our garage wall, but not flowers yet.

Patience is key in my experience.

If it's older, it could be aspect, watering, feed etc.

Could you provide more info?

How long have you had it? Is it in the ground or a pot, and was it flower when you bought it? A photo would be helpful
