I have a long time perennial climber with little red berries parts of it are covered by a 'cobweb' underneath which the plant is dying , help please
We need to know precisely what plant it is, so if you don't know the name, a photograph would help.
That said, I'll take a guess - its a Cotoneaster horizontalis, and its infested with Cotoneaster Webber Moth. If its not a Cotoneaster, you will need to post a photo. See link below for information on this pest
