What am I doing wrong to make this Clematis Sunset flower mainly at the top? Tidied it up after flowering last year then gave it its proper prune in Spring (pruning group 2 on label).

Its just what they do - I've got Clematis Niobe, which is the same prune group as yours, and the flowers are mostly all towards the top, specially the later flowers.
