Answers
Heavy pruning will reduce or stop blooming and fruit set for a year or two after, so I wouldn't cut more than enough to remove 1/4 of the foliage, unless you had to.

A citrus tree should be pruned when the mildest weather of the year has
set in. The new shoots that come out after pruning will not have to face
the cold winds,lowest temperature etc.
