Something is eating my Garlic leaves. It's eating holes right through them. Does anyone know what would do this and what should I do?

Hank, I put some organic slug bait out and I also sprayed with Neem oil. It seems to have slowed them down a bit. I think it might have been slugs but who knows. I read slugs don't like Garlic so I'm not sure.

They eat mine every year - the whole leaf quite often. I look forward to reading your replies.
