No, well, not at the same time, anyway, though I suppose its possible that a fox might utilise an old, empty badger sett, but badger setts have a series of chambers and tunnels underground - foxes tend to have just one or two entry tunnels into a main den.

A fox might take over an unused badger set but they would not co-habit.
