Hi, I think this is Trachycarpus fortunii, the leaves do get to look a bit tatty over the winter, so I usually give mine a trim round about now, just to make it look a little better, but it's up to you. there's no horticultural need to trim, they will eventually go brown/ dead, and fall of their own accord, but as I said, I usually trim mine just taking off the worst looking stems, as close to the trunk as possible, without damaging the hairs on the trunk, Derek.
