No it is horsetail and will need to be removed - not an easy job as the roots can go down 2 metres. Take a look at the RHS advice below:

I have just come back from my niece's new house and discovered that she has it in her garden. But MG, who would imagine that someone could say what a relief that it was only horsetail in the garden.
