Answers
Cornflower seeds should be planted no more than 4 mm deep. Cornflower plants from pots should be planted no deeper than they were in the original pot.
For both Cornflowers and herbs, I would use a pot at least 25 cm deep.

Yes they can. Just make sure the container is big enough to support both. They'll compete for the same resources.
