Straggely Penstemon 'Margarita BOP'. Can I give it a trim to encourage new more upright growth or just leave for this year?

The time to cut it back would have been in the autumn. If you cut it back now there's plenty of time for it to recover but you'll lose a lot of flowering time. You could always compromise and just remove the very lax stems.
