Your tulip bulbs should be planted in late autumn, November being the recommended time. Store them somewhere dry until then and they will be fine.

if they were freshly lifted from the bulb fields then I'd plant now, as it is similar to replanting bulbs after emptying spring pots.

this was the advice I was given from a grower in Spalding. they said if they have been allowed to dry out for a month or so then keep them dry until November, then plant.

Your tulip bulbs are in dormancy and will not grow until they get 800 hours of consistent cold temperature (less than 40F). If you put them in the ground now, great. They will sprout some roots and get stronger, but will not grow again until after winter. If you plant in fall, same thing. They'll sprout some roots which will feed the bulb making it stronger. I would just plant them now so I don't have to think about it again.

Now if you want to force them to bloom in the house, then you can use the refrigerator. 800/24=33.3. I would make it 34 days in the refrigerator. Some varieties (the late bloomers) need a little more time in the fridge so check the variety you have. Forcing is usually a one-time-deal with tulips. So if you do this, the bulbs are done. Throw them in the garbage.

Don't worry too much about the continuous cold temperature though - Bathgate lives in New York and often the advice for there is different. In many parts of the UK we seldom get a run of 33 days below 40 degrees (thank goodness!) - not in my corner here anyway and guess its the same in London, and tulips always do well.
