Who is guest?

I have 4 hydrangeas - 2 have flowered as usual - the other 2 have not. 1 is a large, well established bush - the other newly planted last yr. They are not close together. On both the flower heads have emerged, but rather than grow have died off and are now dry, tiny and brown. The plants are otherwise in excellent condition - no sign of disease - what has happened and how can I prevent it happening again?

If the ones that didn't bloom are getting a little more sun, the first thing I would suspect is drought. Otherwise, I'm left scratching my head.
