Can you please help, we have a beautiful honeysuckle covering our arbor, it has a wonderful rose amongst it. It is very green and healthy on top but all of the underneath, where we sit has died off. Someone said we would have to cut it right down and let it grow again. We are on a busy road and it's th only privacy we have. Please help. Thank you

And then the underside would die again, as soon as it got too shady there. It's the nature of practically all vines.

You might like to think about planting a shrub to hide the bare stems. There are several that don't mind being in the shade. If you need to ask for advice on that remember to mention how much sun the position gets, if any.

You would lose your privacy for a while, but Honeysuckles do re-grow from even the most severe pruning. Some of them very quickly too.
