I have a circular border approx 18inches wide. At present there are 2 year old lavender plants all around but they have quickly outgrown the space. The flowers sprawl all over the paths on both sides. I know they need the initial prune now but as they are just going to get bigger I am thinking of removing them and planting very low growing ground cover that is evergreen but low enough to allow the dwarf iris to appear in spring. looking for suggestions please.

I deconstructed a stone circle patio set. The centre has a crab apple tree then the next circle is a path then the border in question surrounded by the outer circle . So path is either side of the border. I can post a photo if needed.
