I have a bottlebrush shrub which is about 3 years old and last winter the frost got hold of it or so I thought. I now notice that there is some growth coming from the bottom. Do I remove the dead old growth or leave it until after the winter.

If the growth is completely dead, remove it back to live wood, but if you're not sure its totally dead, wait till next spring.
