VIBURNUM PEST

I HAVE A VIBURNUM WHICH IS CONTINUALLY BEING ATTACKED BY SOME KIND OF PEST. ALL MY OTHER PLANTS ARE NOT AFFECTED.( CHOISIA, ROBIN, LAUREL ETC.)
HOW CAN I IDENTIFY IT AND HOW CAN I GET RID OF IT.
I HAVE TRIED PESTICIDES AND SOAPY WATER BUT NOTHING SEEMS TO WORK.

I had this problem year after year.I tried every remedy going but with no success.In the end I cut it completely down but even the tiniest new growth was infected.Sadly I have conceded defeat.

The trick is to spray with the right product at the right time of year. I treated three V. tinus spring before last in three different gardens, and all are doing very well, no problems at all this year, though I continue to keep an eye on them.

We need a description of the symptoms or a photograph of the affected plant, but here's a guess, a stab in the dark - if its Viburnum tinus and its covered in small holes and looking a bit sick, its probably viburnum beetle. It does affect other Viburnums too, but V. tinus is the most susceptible. It's too late to treat it effectively this year because the beetles will have already hatched out, the best time is spring, when the larvae are present.
