Aren't you heading into late spring? These are cool season plants, intended for use during autumn - by spring, they're well on their way out. Need a photo if you want a better answer.

I suspect it is the flowering spike. As Bamboo says it has done its winter display and now thinks it is time to flower. cabbages do this as part of their life cycle. they will flower set seed and die.
