I would say the might be a Euonymus perhaps Fortunei 'Silver Queen', as it has the right fruits for the species.

there are lots of these in the gardens. Its the first time I have seen so many fruits on them.

If you plant a silver king nearby, you'll get more berries. They don't last very long though. They are related to hollies.

Sorry Bathgate, but Hollies belong to Aquifoliaceae whilst Euonymus belong to Celastraceae, so not related.

I think that what Bathgate is suggesting is not that the shrub is in the same family as holly but has the same characteristic in that having a male shrub nearby, you gain a better pollination and get improved fruiting.

I understood that Euonymous was not dioecious and that late pollination from its own flowers was a last resort if cross pollination didn't occur. Obviously cross pollination is better for the plant.
