I want to transplant my New Zealand flax. When is the best time and how do I prepare the ground? Thank you.

If in California, the Mediterranean, South Africa, or parts of Australia, fall is a better time.

If you are in the UK, then SBG's suggestion of waiting until spring is the way to go. Just remember that the roots are quite soft so I would water well and make a large root ball when moving it. Free-draining soil would be preferable.

welcome to GoY :o)
you don't say where you are in the world and that will make a difference.
if you are in the UK then not until spring when the soil has strated to warm up after the winter.
success will also depend on how long it has been in the ground and how large it is.
a photo of it would help too.
