I don't know about the leaves and flowers but Fuchsia fruits are edible but reputed to be not very tasty in general.

Speaking as someone who, as a young child, used to routinely eat Fuchsia flowers, I can say pretty definitely that that are not toxic....

certainly not bad for humans but not sure about dogs. after all chocolate is fine for us but poisonous to pooches. Fuchsia pods make a good jelly to go with game. Needs quite a bit of sugar though.
