on some plants a description is shown as hardy . does this mean they are perennial or does the description perennial have to be shown to differ it from an annual plant

Not exactly. Hardy means the plant can handle a cold climate or winter like day lilies or irises. They need that cold season. However, not all perennials are hardy like some gardenias, tropical hibiscus.
