I have asked this question before ,and messed up with the answer.How do i cut back a pampus grass,last time i cut it back to about 2/3 inches from ground,cutting the flowering part as well.Do i leave the centre alone just cut back the outer leaves.

Keep it higher, then. Mine gets cut about 1½ feet up.

I put a circular saw blade on my strimmer and cut the whole thing down. An established plant will take a lot of abuse, but you need to do it before growth starts.
