Can you hard prune Eleagnus Ebingii? I have one which needs to go back beyond the foliage and wonder if it wil reshoot from brown wood.

Yes. You can most definately hard prune them, they're tough plants and even if you think the pruning looks too severe it'll bounce back.
If you take it back by about half it might take a few months but it 'will' start to re-shoot.
I have some here and i'm quite brutal with them.
