you know it mite be worth asking the fire brigade you never know .can you not have a sump pump running off of a car battery or a small generater . this would be far better in the long run and maybe an option if you cant find a hand pump .the other place you can look is the people who put these hand pumps in the third world countries or charities that put the pumps in . it will take a bit of research but im sure you will find one here .
