first time gardener just want to know when to plant theses bulbs what season

If you mean the Tulips mentioned, you can plant those right up to the end of November, although where you live, I suppose there's a chance the ground might be frozen by then! This is not true of other bulbs though - daffodils prefer to be in by end of August if possible, crocuses and alliums September/October.

I wouldn't want to be planting bulbs in November up here Bamboo, even if the ground isn't frozen it is damned cold :-)

I bet, Mg! - not much fun down here in November, I usually stop working around the last two weeks of that month - once the cold starts coming up through my boots on wet ground, that's enough for me, thanks! And I hate working in a coat, so restricting.

As to looking after them once they are in the ground they will not need any attention until next year. You can lightly mulch round them in early spring. When the flowers are over cut off the flower heads but allow the leaves to die back naturally to put nourishment into the bulb for the next years grow and flower.

You can plant them any time now Guest through to end of October, early November. Just make sure you get them in before the first frost.
