yes it is a dianthus . could be the annual bedding type. just dead head as the flowers fade to keep it budding.

It looks like one of the many Cheddar Pink hybrids, derived from Dianthus gratianopolitanus [whew!].

I'd say a Dianthus of some description. Mine mostly look after themselves but get a haircut if they get too straggly.
