Definitely pear tree rust,ive had it for the past two years ,took all the infected leaves off and this year so far so good.

The rust has a two stage life. Part of the time it infects Junipers. The only real control is to remove and Juniper bushes within wind blowing distance.

Could well be the beginnings of Pear tree rust. Not an easy thing to deal with if it is. Google it.
