It can be moved but it would need to be pruned to give the roots a chance to support itself. as for when: late summer early autumn or spring next year.

I would go for spring next year if you have to and give it a prune, as Seaburngirl suggests. I would dig around maintaining the largest root ball possible and lift it on to a large sheet of polythene. Having said, it's not 100% chance of it thriving in the new position.
