I've got some extremely well rotted manure in a bucket which has got a bit wet in recent downpours. I'm thinking of drawing some of the fluid off and using it on my orchids. Do you think it will be safe if I water it down well?

I would use it on something tougher than orchids, myself. Manure tends to be high in sodium, and that will be concentrated in the fluid.
