I’ve been cutting my peonies back today and noticed I have some fresh shoots growing already. Should I leave them showing or cover them with a little soil to protect from the cold winter.

Leave them alone. They need cold ripening to make them flower.

Yes mine are about 1" clear of the soil. I always leave them alone to get frosted.

Agree with the consensus. As long as it's green, it's still photosynthesizing which means more and bigger flowers in the spring.
