Is it ok to cut a climbing rose down to the ground. Also is too late to move it?

If you need /want to move it then cut it down to about 12" then lift it with as little root damage as possible. As new buds develop tie them into the new frame work. Long whippy stems tied in as close to horizontal as you can will encourage flowering. Water it well until at least mid summer.
