My new little honeysuckle plant was doing well in the earlier warm days last month, but the frost has now blackened the new growing shoots , and I am not sure what I should do to help it. Should I cut the dead tips off and how far down the stem?.

I agree, don't do anything. Let it sort itself out. They have plenty of reserved energy stored in the roots for this reason. A couple weeks you'll notice new shoots emerging.

I'd leave it alone for now as we are due more frosts and the dead tips will take the brunt of any more frost. When you see new growth from lower down and its closer to mid May cut out the frosted bits then. I'm in East Yorks so I know we get frosts well into May.
