When is the right time to transfer fushias and also when can I put in potatoes for an early crop for next year

I have fuchsias that come up every year, I wondered if I could dig some up and plant them in different parts of the garden or is it best to leave them alone

Those are hardy ones, then. It's best to move them when they're dormant, so wait until they've finished for the year, and move them then, as long as the soli isn't frozen. If they're older plants, it might be better to leave them where they are.

Do you mean when you need to store tender fuchsias for the winter? Wait until frosts are on their way, and then keep them dryish in a frost-free place until spring. If you didn't mean that, do please ask again.
I'm sorry I can't tell you about potatoes - I don't grow them.
