ive got a canna in a pot in my garden. ive read that you bring it indoors over winter but do you have to cut back the foliage or leave it?

The garage or garden shed should be protection enough for the winter. It's a reasonable plan to stand the pot on a pile of old newspapers if you want to.
Then maybe mid to late March, bring the pot indoors to heat the soil up in order to encourage the tubers to "shoot" - the soil has to reach about 20 deg c for this to happen.
