Are they bulbs carried over from previous years or new ones for this year?

The simple answer is that they didn't get enough feed or water last year for them to form new flowers.
Give them a good foliar feed until they are yellowing and then either leave them in the tubs or lift them when all the leaves are dead and keep them in a dry cool place and then pot up in September.

At this point pjw I would discard them and simply plant new ones in the fall. They are inexpensive and you're guaranteed to get loads of flowers in the spring and you can check out some of the newer varieties.
