Is it the bluish flower? it looks a bit like Camassia that's going over.

Thx Seaburn, that’s what I thought it was. I planted three or four last year and this is all that came up, and it’s all twisted.

they are probably too close to your pond. they are a damp meadow plant and I wonder if its just too wet. The distortion to the stem will either be slug/snail damage or damage from sap suckers like aphids.
