What is the most successful way to remove unwanted hedera ivy plants which are self-sown and growing over an electricity sub-station?

Keep well away, I should think!!!

If you're the person in charge of the sub-station, and responsible for its upkeep, then cut through the stems at the base of each plant - cut out a couple of inches of stems. they'll take a while to die off, and you'll have to pull the dead stems off later. You could also use weedkiller on the remaining stems.
