I planted a lilac tree last year and it has shot up this year but the new leaves are splitting and there are brown splodges on a lot of the leaves,although they appear to be healthy
Any ideas what the problem could be ?

That sounds like bacterial blight. Prune and discard all infected parts then spray the entire bush with copper sulfate.

Could you post a photo please of the whole plant and then a close up of the affected leaves. Then we'd be able to help better. Some leaves swell and split after heavy rain after a very dry spell. Could be a leaf miner, fungal, bacterial.

You should be able to add photos to this question as long as they are not too large.

Doubt if you'd get copper sulphate in the UK as it is not a recommended treatment.

Copper Sulfate is certainly available in the UK and has many applications. ReAgent UK & MEDEX UK are two suppliers. It's not that expensive. It also goes by the names - Vitriol & Pentahydrate. Check online.

Until there is a correct diagnosis throwing chemicals at a plant is wasteful and possibly irresponsible, doing more harm than good. Yes you can buy Copper sulphate and lots of other banned compounds on the internet. But it may not be approved/regulated for garden use in the UK. Bordeaux mixture should have been withdrawn from sale in 2015. It may well be available in the US but this member is in Yorkshire UK.

On another point we must look after our environment for it to be happy and balanced.

We use it in schools and there are regulations on how it was to be disposed of and failure to follow the guidelines could get the teacher/school into serious trouble.

That's not how to treat brown splodges on lilac. As I said before, prune the infected parts and dust with copper sulfate. Throwing chemicals around won't help anybody.

Copper sulphate is a chemical, lol. ...Although manufacturing businesses can still buy it in bulk it is not delivered to private addresses.
I was sorry (selfishly) to see Cheshunt Compound withdrawn a few years ago as it was great at preventing damping off. Guess that's being a bit selfish...
