my 12 year old flamingo willow salix integra hakuso nishiki tree is going brown? Is this the soil or lack of feeding. Will it recover or have I left it too late to treat it now?

Agree with OB, most willows thrive in a moist to wet environment. I would try to water just a little and often and perhaps give it a mulch and see if that does the trick.
