What is eating my Hydrangea leaves around the edge?

Picture would help.
Adult vine weevils eat notches in the leaves.
Rose chafers sometimes take Hydrangea leaves. Their damage is more irregular.

if they are perfectly round then that would be leaf cutter bees.
