Id please. Saw this outside my dentist’s surgery! Was allowed to take a cutting but they didn’t know what it was called either. Any ideas?

That rules out something like P. Donald Lowndes then as that is about 12 inches.
If you Google Persicaria it comes up with a large number of varieties to take your pick from.
