Can anyone tell me if I should cut back my peony rose ?the neighbours told me to leave it

Previous question
You can cut back any of the dead stems if it is a tree paeony. If it is there should be buds on those stems.
If it is an herbaceous [Paeonia lactiflora] one then the new reddish growth from the soil will die back at the end of the year anyway. Cut the dead stems off.
