In the spring I planted an evergreen clemetis at the bottom of an arch and it has grown well and reached the top of the arch. can you recommend a fertiliser or food that I should use to extend its growth right over the arch and should I use it now during the winter

No, do not feed at this time of year. You can start feeding next year in about April, and stop by end of June. Doesn't need anything special, just rake in some Growmore at the base in April, and then again 6 weeks later.
