Any advice on transplanting a 9ft cordyline australis ?

If my experience with Yuccas and palms is pertinent at all you will need power equipment, or a large crew experienced in the use of the old piece of apparatus. from the days of the tall ships, called a "sheer legs". Those plants get really heavy, really fast!

That is a pretty big plant to try and move. I think I would see what others suggest but if I had to do it I think I would use a spade and cut vertically down in a circle about 2 ft from the stem, this will sever the smaller roots and allow it to be prised up and moved to its new place. The new hole needs to be at least 6" bigger all round from the hole it has come out of. Loosen the soil up and when you back fill firm the plant in well.
Be careful though as this plant will be quite heavy with its root ball.
